BionX D series throttle /versus level 4

My level 1/2 seem not very noticeable (at least on low level hills), 3 really start to feel it, 4 start to cruise and then throttle is super kick. I had assumed (wrongly) that level 4 was the same power assist level as throttle but on my bike at least the throttle is a whole different ball game. Is this the same for everyone else who is using the BionX D series?

Yes, I am on level 4 assist which should be the fastest I can go but when I hit the throttle I get extra power. I guess throttle = max torque/max assist and since I am not pedaling at max speed on level 4 it seems less.

I had cadence-powered ebike before that's why I thought it was interesting...

I haven't used the throttle, yet. I feel the power really kick in on 2- I ride against the governor at ~21 mph everywhere except on significant inclines. Levels 3 and 4 provide more assist than I need most of the time.
I should try the throttle, but I'm stingy about battery use.
The amount of power this motor puts out would be scary if it wasn't for the governor...
