Also, what are the obligations of the ebike "driver" for the ebike? Maintenance, insurance, locks, or fee paid out over time to own the ebike?

I do agree that many deliveries are doable with ebikes. My shop has set up several independent delivery people and want to see more of this, especially within densely packed cities and downtown business areas where there's no room for more cars.
