Alibaba has a lot of resellers. Which one?
That said, some ship really lousy wheel builds. Cheap rims, undersized spokes, and generic motor clones.
Add a cheap generic cell battery for a complete turd. Best to do some research and ask about specific kits and from whom for best advice.

Low ball clone not an actual brand name. @harryS and @AHicks for some insight into budget kits. But in my experience those kits can be junk. In my years of doing support I saw more problems then not. I save my dollars until I can afford better gear. Better gear, better parts stream, and more support.

OK, finding a source for what you need is a big piece of the equation.
The SECOND piece, is do you have the confidence/experience to assemble it? If there is the slightest hesitation saying yes, then you need to look into available support. I can almost guarantee there will be very little in the way of instructions that come with that "kit" (something to look in to BEFORE buying?) but who are you going to call with a question regarding an extra or missing wire for instance? Asking the kit supplier for info can take days for a reply, and generally it's only one question at a time to prevent confusion.....
Any recommendations for budget build kit.preferably like $500 ballpark or less

Walmart sold the ancheer brand, which didn't even make it through the Court review before the controller failed. Walmart DTV converter had lines through the picture the day I bought it (bad e-caps). Whereas the K-mart DTV converter for $3 more was fine for 2 years. Always a bargain at Walmart.

Leafbikes has a pretty decent reputation, and seemed to be responsive to a couple issues I had doing my first conversion several years ago.

You could also make a case for some of the kits from Amazon and Ebay, mostly for their consumer protection plans. Maybe not the best support, but if the deal got sideways somehow, you would have some coverage available at least.
My personal preference would be for a kit that used a KT controller and display. Pretty good support for those, and they are pretty decent from a performance and reliability perspective.
Grin Technologies might be another source....

Based on Neptronix posts? But I agree. Although I prefer the 9c 212.
You keep mentioning this. I was digging through spare parts today a i have a KT display and controller. No idea why or when I bought it but I have a rebuild that would be simpler if those parts work well.
Spendy but their RTR, ready to roll, those kits are incredibly well designed. Check out the simplicity of their connections.

It's not alibaba. It's aliexpress. The better sellers with a history have their own website that might point to their aliexpress outlet. Me, I've purchased motors and controllers from these guys.

There are no instructions from the chinese outfits. Ebikeling used to have a nice color booklet. Dunno what he uses now. Got four of his motors. His controllers/displays used to suck, but I believe he uses better ones.
You're likely to have a battery issue. Probably 50-50, unless you go for name brand Samsung, LG, Sanyo cells. Otherwise, they use generic chinese cells that cost 99 cents, typically 50 in a 36V pack, or 52 in a 48V pack. That;s how they can sell you a $200 battery on ebay.
