I decided to purchase a 2021 Turbo Levo SL Comp,
to my surprise I saw on the bike frame : manufacture date 12.11 2019.
How to relate to this figure, could it be that the 2021 model is manufacture in 2019?

The frame might be made at that time. Not to be not surprised same as you are.

Looks like another case of creative marketing or badge engineering to me.

The frame label and bike label both clearly show December 11, 2019.

The SL line was realeased in winter/spring 2020. I would say it’s a 2020.
Looking at specialized.com it seems that there are no ( major?) updates for 2021 regarding the Levo SL Comp. The S-Works and Expert models have had updates.
This article describes updated models and mention no significant changes for the SL Comp.
