So I've heard/read some cyclists particularly when touring say they are touring "throttle only". Does that usually mean they are not pedaling and just using the throttle to get around or does that mean they are pedaling but using the throttle on climbs instead of setting a PAS level?

I was planning to order the NCM built rear rack that comes with the Spanninga Kendo light. I can either order the kit with the rack and light or just the rack. I was wondering for the Spanninga Kendo light, how does it turn on/off? Where is the switch or is just on whenever the bike is on?
