    Higher voltage will use less current for the same power. Watts = Amps X Voltage. So you won't melt anything in the motor with the higher voltage.

    Since the output signal is RS232, any USB to serial converter will work, including the Prolific chip that Tom suggested. The three wires are RS232 TX, RX, and ground. I am not sure about the CH340, but Prolific support is built into Windows and you shouldn't need to install drivers for it.

    It would be better to have the wire exit the motor pointing down to avoid having water run down the wire into the motor if it is not sealed well. Exiting downward and then routing it back up will create drip loop in the wire.
