    Yes it is. I have an XL frame with the seat post at max height. The 30 degree stem keeps the handlebars at a comfortable level.

    I removed 2 of the spacers in order to have the stem positioned properly on the 1&1/8 inch steerer tube. I installed an old Giant top cap that I had in my parts bin but I have a plain black one on order. I used the original bolt to hold the top cap in place.
