Wisper 905se charging issue

Hi all, first post here, and wondering if someone can help
I've got a Wisper 905se (36v 3A) 20180819_084046.jpg. It's been stored for a couple of years, and I got it out yesterday to charge it up, but the charger is indicating full charge even though the battery is flat and only showing 1 red bar on the status indicator on the battery. There is 41.5v across the poles on the battery socket, and 42.5v across the poles on the charger plug. I've noticed that the charger does the same thing irrespective of whether it's connected to the battery or not when switched on... light on the charger goes amber indicating charging is taking place, and then a couple of seconds later goes to green indicating full charge. Is there any other way to test either, before I order a new charger as I don't want to throw money into the wrong component. Thanks in advance. Ash ?
 
That charger plug looks horrible. Batteries do not like to be stored that long with no charging. Odd that it measures 41.5v on the battery poles, that's likely near a full charge. The bike doesn't run?
 
The status lights all light up when the charger has put some voltage in and then goes to rd and then dies. The battery won't accept a charge from the charger
 
I guess I don't understand what 41.5v across the poles on the battery socket means then. More than 2 years on a battery that hasn't been charged usually means the battery is now a brick.
