whats a good bike for short people. im 5'4”

i live in toronto and wanted to buy local but i dont know if theres is anything good in my size. im looking to spend around 2100 with bigger battery to go over 100km
 
There are several manufacturers that make bikes that come in different frame sizes. Giant, and its subsidiary, Liv, come to mind here in the US - they're available in Canada, also? There must be others...
 
My wife is 5'3". She rides a size small step through Specialized Turbo Vado. She says it's quite comfortable. I'm 5'9" and ride a size medium standard Turbo Vado. Also fits well. Unfortunately the Vado series is over your budget, but maybe the geometry will help you pick a size from a brand that does fit your budget.
 
5'4" isn't really short. My wife is about 5' and rides our Tern Vektron. But it isn't really a long distance bike. I've heard from several sources that the Riese and Muller Nevo is a good choice for shorter riders. Not sure what your budget is. Perhaps some suggestions here:


And you might check out the Specialized Vado SL. I noticed in this video by New Wheel that Karen handles the bike like a champ. And I think she is a shorter rider:

 
The OP said budget is $2100 (I'm assuming Canadian dollar) which is approx $1540 @ today's rate.

100km is approx 62 miles.. I'm not sure if you can find one for that price?

Yes the budget isn't going to cover the bikes I mentioned.
 
Does the bike brand or model really matter? Isn't it just about frame size? For 5'4", it would generally be a small frame size. Whether it's regular frame or step-thru depends on your preference. I would just pick a bike model that you like and ask whether they have your frame size available.
