Vado 5 - Shimano Shadow Plus Clutch

Hi all. Please help.
Should the clutch that makes the chain tension higher and locks the derailleur be open or locked when riding normal around town?
I have noticed in the lock position gear change seems to be harder. Is this correct observation?

The clutch reduces chain slap, and in normal town riding, set it to off for easier gear changes.
