It defines what an LSEB is... for sale yes, but the definition is key. Comply with those requirements and your LSEB can ride anywhere bicycles are allowed. That's "Bright" enough for anyone to see and read and need no more light shined on it. The 3 class system is being adopted by more and more states and will eventually be a standard. The problem arises when the majority of rides want a Class-3 ebike (baby electric motorcycle) rather than an LSEB. Since money is the only thing people care about anymore once it's shown that ebike use stimulates the economy there will be no issues. I ride in National Parks and Forests almost weekly and have never had a problem if signage is posted No Bicycles... I don't ride there, but I ride around No Motor Vehicle Allowed signs all the time. I know this has been repeated so many times on the internet that it sounds right, but it is not. The CPSC regs have nothing to do with where they can be ridden. It doesn't help the cause either. People get the impression they don't have to do anything to be legal. It's just not true.
 
Somewhere they need to make clear that Class 1 bikes are ok on trails that are OK for regular bicycles.

The proposal will not categorically grant e-bikes access to trails open to regular bikes, but adds a category for designating e-bike use on NFS trails and roads. Access and use category decisions are made at the local level, but this will provide a consistent definition and policy framework to make make the decisions. Those decisions are subject to elaborate engineering, environmental and public comment review. At least e-bikes can be included directly in the conversation if the proposed changes are enacted.
