Tighten Skewer on new radrunner can someone tell me if the thumb nut supposed to turn after lifting lever

I got my radrunner1 on Saturday some damages to box front forks smashed through base plate might have some problems not sure if thumb nut is still supposed to turn even after putting in a serious effort to close supertight the lever?the lever itself doesnt stay lose! Like shown in videos, until i place it level with axle myself its very rigid can someone please tell me if thier thumb nut turns also
 
No, the thmb nut should not be able to turn when the lever is tightened. If it does, release the lever, tighten the nut a couple of turns and try again. That lever should leave a mark on your finger after setting it when it's set tight enough.
 
Not having seen the skewer that is supplied with the bike, some have an adjusting nut that is covered with a plastic cap. The plastic cap is supposed the be fixed to the steel nut underneath, but sometimes the plastic cap breaks away from the steel nut, which makes it difficult if not impossible to use the quick release as intended (because turning the plastic cap does not also turn the steel nut.) There isn't a repair for this, other than to replace the nut...which generally means replacing the entire skewer.

Thks for the tip im glad i haven't tooken bike out yet,by the damage inside the box!!! it got rocked around alot the base plate smashed, imagine? Talked to rad its on the way ,little did i know you can get them local bike shop and amazon lolll newbie any advice on a brand of skewer?🤓still super happy it was an easy fix,lucky for me-14'c ☃️tonight so im no hurry lollll happy trails🤣😂
