Rear axle turning help!

I purchased an Ecotric Hammer fat tire ebike last month and am not able to use it as the rear axle is spinning. I purchased a torque arm thinking this would resolve my issue but it still spins. It looks to me like the washer that has a wedge built into it is cracked and or it has worn the drop outs to the point it will not function as designed. I am new to ebikes but am a reasonably good mechanic with motorcycles and cars but am stumped as to how fix this. When the bike arrived the rear end was completely assembled. I have approximatly 500 miles on it. Love the bike but am getting frustrated because I have not been able to resolve this issue. Where do I find replacement washers, spacers axles etc for this bike? I have not been able to get any help from Ecotric and there are no bicycle/ebike repair stores around where I live to get any help. I am including a close up pic of one the washers with wedge on one end that I think is supposed to keep the axle from rotating under power. It also looks as if under load it has spread the aluminum frame drop outs ... this is why I purchased a torque arm. Any advise or help of any kind will be very much appreciated.

Did you ever fix this? I have the same problem with a Magicycle.
