Phone charge from computer display?

I think I already know the answer ("no"), but I'm curious to know if it's possible to run a charge cable from the Vado's micro USB port and charge a phone on the handlebars.

The people at my LBS said it charges some, but not all phones. They said something along the lines that my iPhone won’t accept it for power because the display only supplies a small amount of power.

I tried it with a Pixel 2 XL. It tried to mount it as a drive (and I could see readme files on the display), but unfortunately no power.

My LBS said it is possible with a standard cable. My Nexus 5x and Samsung A5 showes the pictogram the're loading, but the power is low. It takes some time to give 1% more battery

My Turbo X doesn't offer this, but at 60 lbs+ I don't really mind carrying a 4 oz external battery like one of these in my pannier bag: https://www.anker.com/products/107/Batteries. It actually comes in handy all the time for me!
