NCM London very very stiff frame hinge

Hello. I just bought a 2nd hand NCM London two days ago (which is only 8 weeks old) and it has an insanely stiff folding frame hinge. I have oiled it and it is a bit better but still very very stiff. Is there a mechanism to adjust this stiffness? I see a hex-bolt at either end of the frame hinge but am unsure if I should unscrew them. (I am new to bikes in general). Thanks, Colin.
 
The London is A new one on me. Didn´t know NCM had a folder. I think the hinge might
get easier with frequent use, & I´d rather have it stiff than loose. I´m delighted with my
Moscow´s quality to price ratio, but can´t speak for their other bikes. Do you have the
manual? Mine´s been handy to avoid mistakes..

I have a folding Dahon with the same issue. Grease and oil helps a bit. A bike tech cleaned it all up one day and regreased the hinge, it made a difference but didn't solve it entirely. My understanding is over time the force on the pin bends it very slightly and it starts to bind. Unsure if that's true. Mine required I use my knee at the hinge point to help start the fold and that was even after it was greased up. I have another Dahon that might be newer (was bought used) and it folds much smoother so I know they can fold nicely.

PS John. Leon Cycle in the UK and Australia have a bunch of models of ebikes we don't have in North America. I'd love an NCM Miami for instance if it was available here.
