Moscow+ Jack Rabbit

I have a Moscow+, bought last summer, and I am generally very pleased with it. It is a good solid bike that is a pleasure to ride if I'm in a hurry. If I just want to dawdle though it is frustrating. At level one, in "echo mode", with only the slightest motion of the peddles the motor kicks in very abruptly and the bike accelerates quickly to 12.5 kph before cutting out again if I am not still pedaling. That is a problem if my companions are going slower then that. I must either turn off assist altogether (not why I bought an ebike) or surge ahead and then slow down to let them catch up.
Is that normal for this bike? On other ebikes I have tried the motor cuts in much more gently.
Is there an adjustment I can make?
Any help with this would be appreciated.
