A PhD Electrical Engineer with an impressive work history that was instrumental in getting "low speed electric bicycles" (LSEBs) moved from NHTSA regulation to the CPSC in 2002 (he was visionary enough to know it was important that LSEBs not be regulated as motor vehicles.
His goal was that LSEBs would be safety/compliance and usage regulated as "bikes" (sadly that goal was harmed by 3-class legislation pushed by People for Bikes but I'll avoid going into detail on that). Here is his presentation to congress on the original federal law to move LSEBs under CPSC jurisdiction (he understates the speeds somewhat because NHTSA was very conservative when it came to ebike speeds and wanted nothing over 20mph being regulated by the CPSC).
