For lithium polymer - like we're using in RC cars, charge rate is 1-C - so a 17ah pack could conceivably be charged at 17amps, and take about an hour.
The smart chargers for RC also balance cells, provide an option for discharge, and for storage-charge so you are good for leaving them stored. Plus you can set the max volts to suit a 90-95% full charge cutoff, and the controllers provide an adjustable shut-off for low volts. Lots of effort to preserve life and capacity.
I don't think I'd want lipo on a bike though - they have been known to catch fire. Most of these bike packs mount between your legs. LOL
For all I know the charge and discharge rates are radically different for L-ion.
