I remember it having a direct link to check serial numbers, and I was able to register my Specialized Sirrus Sport with the Toronto police via a link on the page.
I guess the domain lapsed, and a registrar just snapped it up (because it gets some traffic), and put a store template that pre-chooses the products to push forward based on domain history.
It is likely legit in that sense, but I wouldn't expect much, and if something really IS a deal, I'd use a safe 3rd party payment like PayPal.
Non-bike Tangent:
This practice has been around since the early days of the internet. Back in the 1990s I ran a Quake 2 clan that competed internationally (built the website, custom in-game skins/models, and bowling shirts for when we did in-person LAN competitions).
When I decided to step back and hand over the reins, the clan ran out of steam under new leadership after a while, and our domain was snapped up by first a Japanese porn, then some other thing, and now it just has a "for sale" sign slapped on it.
I check on it, because I still have and love that bowling shirt, even though it's a little tight, and I didn't want to be a billboard for a Japanese porn site.
