I've sold a lot of BBSHD kits for cargo bikes. Much stouter motor than some cargo bikes offer. However, If you're not handy or willing to learn and buy a few tools, there are GREAT OEM cargo bikes. Stick with the big boys from a shop with a warranty. Or kit if you can do it.

Pedego stretch, Xtracycle , Yubabikes (I own one left), Radwagon, Surly, Tern GSD.
The reviewer in post 1 lives in rich city NM. Probably the potholes there are repaired in hours, since she came up with 20" tire Tern GSD as the best bike. Wait til she hits a pothole, she'll wish she had bought 26" tires. We have permanent potholes called "gas valve covers" in our roads here, especially the "bike lane". The telephone manholes are usually a 2" drop on one side, too.
Interesting, I stand corrected! Although as you note the author is still technically incorrect to say federal regs limit pedal assist to 20 mph. It only specifies the maximum speed an e-bike can travel under motor power alone. I guess that's why throttle is limited to 20 mph.
