Introduction and question about some wiring

Hello people, I'm Simple Simon Mum and Dad called me this not because I'm Simply Simon it's because Simon is a simple man in a digital world. My ability to retain information and basic common sense puts me in a league of my own often referred to the rat in the maze that keeps biting the electric cheese. I have obtained an electric bike that won't go, I have seen it going but something needs to be fixed. I will post fee pics to give an understanding.
1. With no power I started at the reention 36v battery which I tried to charge with a 48v charger I borrowed from a friend and there is still no power or lights on the battery. I put a multi meter on it and with the button in the off position
it reads 28.7 and is the same reading as it was 1 hour ago. It doesnt change when i turn thw battery on. If u look at my pic u will be able to tell me if the multi meter is set up right.
Is the battery forked?

Try a 72 volt charger.
That shud aughta git er goin.

No, but you are if you actually used a 48V charger on a 36V lithium battery.

But then again that's not a e-bike that you have strung up.

This is an e-bike hanging from the ceiling,..

If you Really want to blow up your battery, maybe you should contact the NYC Fire Department.
They can tell you exactly what you need to do.
 
The battery is forked in my opinion.

A 36V ebike battery normally will operate between 30V and 42v. If the internal cells go under 30V, the battery shuts off. There's a internal circuit called a BMS that does this. Anything you measure, if it's under 30V isn't real, just stray leakage off the BMS.

If the internal cell voltages are not too low, the battery can be recharged. Otherwise, the BMS will also shut off charging. Connection of a 48V charger was unwise, but the battery would have still taken a charge if it could. It didn't. Shows that the battery is done. That's the function of the BMS, to isolate the internal cells if they're not safe to use.
