How do you tighten this?

I'm trying to tighten down, but the gold colored side spins freely and the clamp side never tightens down.

So basically you slide the pin through, the silver mechanism locks into place but then it won't tighten down anymore and I can't hold it so that it tightens it down.
 
Went downstairs and worked with mine to see what might be going on. Maybe the nut is too far on the axle to allow the collet to work. First try to really loosen it way up. Then push the axle further through the fork and then try to tight the collet. If it's too tight to start with, the collet can't spring far enough out and grip the fork flange.
 
If you have the same system on the rear wheel, copy that.

Sorry that wont work, just realised you have a Suntour fork.
Just follow the last part of that video, it relates to your setup.

Ok I got it... But it wasn't how I thought it would be. For some reason I thought you would just hold it and be able to tighten it.. well for this particular one I had to kind of apply force from the side on the gold colored cap for the the tension to be adjusted and then lock down. Anyways thank you very much
