Himiway Bog Dog in UK

Hi. I have just purchased a Himiway Big Dog. The bike would be perfect for my needs but due to legal restrictions in UK , I cannot use the throttle only. (In this mode it only goes at max 6 kph, walking speed). I don’t require high speeds but have a disability and throttle only at times would be needed. Is there any way to fix this issue as I don’t want to have to return it? Any help would be greatly appreciated. Thanks!

Unplug the throttle and remove from the bar.
