looks like very cheap very old scool seat post. those seat posts would only be on the cheapest bikes. looks liek the seat was made for that post too. I doubt you would find any direct replacement. you can measure the seat post diamiter and hope iti s standard.
Thank you for the information I got this seatand post set up from a friend of mine (FREE)
Problem is my weight is 400 tons lol always looking for a bike seat and bike post that can put up with my abuse
 
Yup! Old school stuff, this type of equipment is all still available, an old bike shop will have it in the back. A community bike shop will have bins of the stuff used. The post is most likely 7/8” (22.3mm I think ) the old standard off your Dad’s Raleigh. The seat is a cruiser design.

Trek has a seat like that in its Electra line up, I have them on both of my wife’s bikes, she loves them. It’s available as an accessory part.
 
It looks similar to a standard 7/8" clamp but where it attaches looks like it is not the normal seat rail but a bar instead and requires the 2 outside plates to be different (1 plate and one washer). I showed to the LBS and he kind of laughed. I noticed the VELO SD Saddle on Amazon has a similar (maybe identical) bracket.

Don’t let anybody tell you they don’t make this stuff anymore… two year old Brooks saddle on my Gazelle’s 7/8” seatpost.

and oh so very comfortable.
