The Haibike would have a 250w Yamaha motor but I would delimit its speed limit of 15.5 mph. I am comparing it to aQWIC MD11 bike with a 540w Brose mid mounted engine.

Basically, I am wondering about a nice 250w bike vs a nice 540w bike? One being commuter and the other EMBT is not as important. I have read a lot of conflicting information. That a 250w motor will do the same job as a 500w one, as long as the speed is delimited.

I live in the UK. So we don't have many options when it comes to bikes that go faster than 15mph, or bikes with motors more powerful than 250w.
 
Have a look at oxygenbikes. Note the legality of derestricting bikes in the UK, but if you’re happy to ignore it then the Oxygen S-Cross MTB and the more road focused CB can be derestricted in about 10 seconds using the display.

Deresticted on the flat about 23 mph can be achieved with a fairly high level of effort from the rider.
Throttles can be added as well if you’re after that sort of thing.
 
Neither the Qwic or the Haibike are 250w in reality they are both more like 500w capable in the highest level of assist and pushing hard on the pedals.

A bit confusing to add the Oxygen to your mix as it is an Alibaba type rear hub motor and not in the same class as a mid drive with a Bosch or Brose motor sole manufacturer bike although it would have comparable performance power wise.

Also confused as your saying no options for bikes that go faster than 15mph and your saying you would delimit to that anyway? Pretty much any eBike is capable of going 15.5 mph btw at least on level ground.

Pick the one that fits you best ergonomically and monetarily hopefully with good support for after the sale.
