If all you need is to raise the handlebars, buy a threadless stem riser. $12 to $30 on Amazon or Ebay, your bike shop will likely have one as well.

If you're going to buy a suspension fork, you can get an extended steerer tube fork that will take care of raising the handle bars. This is more complicated. It requires measuring, an adapter to attach your brake caliper and spacers for the stem attachment. You'll need a cutting jig to cut down the steerer tube and other tools for star nut install. You'll need to study up on all that to install or take it to a bike shop.

The current Vortex already has a front suspension. You could ask Ecotric if it is an exact fit and what they want for it. It will be a standard oil/spring fork you can buy for less anywhere, but it might be worth the extra 20-40 bucks if it fits without cutting. Or you could buy a little better fork and do the extra work.
.
You can buy all kinds of forks from the simple spring/oil models found on base bikes to more expensive air damped models..
.
Adding suspension will raise the front about 4-6 inches, which raises the middle about 2 inches.
