No wonder ebike sales suck in the US. Ebikes are a means of transportation, not a religion or a cult. As long as someone obeys speed limits and the rules of the road whether they choose to use a throttle or not is totally up to the rider. Yes it was a stupid mistake but most car and motorcycle accidents are caused by driver error, I guess they should require pedaling too? You can be smug and pretentious about how using pedals to aid the battery makes your use better and a "real" bike but I've got news for you, most riders of "real" bikes consider riders of any type of ebike to be "cheaters" and fat slobs - they don't consider any use of an ebike to be really biking. By the way, you have no way of knowing this person's circumstances, he may have ALS, MS or a whole lot of other issues that make it impossible to pedal. Or he may just not feel like pedaling, which is entirely up to him.
