Ebike/Escooter - dull lights, possibly grounding issue?

Possible grounding issue for lights/bulbs - what should I look for? Gio escooter/ebike​

I purchased a couple 194 T10 wedge bulbs for testing purposes. I attached them to my bike and they worked, but they are not very bright. I attached the bulbs to three different locations on the bike to test - front signal, driver display and back signal. They were not very bright at all. I thought they might be low wattage and therefore low output.
Unfortunately, I could not read the wattage on the bulbs (they didn't come in packages, just singles), so I phoned the Auto Parts store and they told me that they are "typically quite bright" and that each bulb is 3.8 watts - but I wasn't seeing it once it was hooked up to my escooter/ebike.
He said it might be a grounding issue.
Next I took the bulb, and using alligator clips and hooked it directly to a 12V battery - what a difference. It was very bright.
So now I am looking to solve this new issue. Any ideas what a "grounding issue" might be when it comes to lights?
Attached are the pictures of the same bulb, differing brightness.
Multimeter out of the directional signals is 12.38V
