I'd pay $20 to try and ride that thing.

If it's built right, I should be able to ride it no-hands.
I need to study the geometry.

The chain line looks right.

I wonder how many motors and batteries you could attach to it?
If it had a throttle, you could lift your legs and ride through 3 foot deep puddles without getting your feet wet.
You could install a BBS02 in the upper bottom bracket to keep it above the waterline.

@Ravi Kempaiah is making waterproof batteries that can be submerged in water, so you can install them below the waterline.

@fooferdoggie That's a tandem Frankenbike, you should get one.
You'd be up top so you could ride through a 3 foot deep puddle.
Just tell your wife that it didn't look deep??

If you haven't seen this kind of bike before, its by no means a unicorn. Its one of many built under the guise of a 'tall bike' and you ain't seen nuthin' yet.

Well, I put together another franken ebike. Laced the motor into a rim, assembled a battery, and installed a low cost motor scooter controller:

So far the thing cost about $200. I'm going to use it for some experiments, but it rides so well I might put a conventional battery and controller on it and ride, sell, or give it away.
