Other issues aside, it takes massive reserves of water to mine lithium. Something not easily found in Afghanistan.

Lithium is not an uncommon element in the earths crust. It is light so its near the surface. Third world has always had a problem with tramp element quality in raw metals production that creates recall disasters and spoils their pudding. Eventually big investment will jump in and meet the demand for good quality lithium and settle the market down.

It seems technically in reach to extract lithium from seawater at reasonable cost. I doubt anyone could get the mineral rights to that for any imaginable price.

You all need to remember that technologies rarely progress linearly for very long. There seem to be some promising up-and-coming alternatives to lithium batteries that might render them obsolete, and if some obnoxious power tries to corner the market for lithium the incentives to find good alternatives become very large. Kind of like how OPEC and the Russians kept crude oil prices too high for too long and finally the Americans refined fracking and trashed their market and monopoly.
