Can I increase hill climbing torque by changing wheel size?

Some of Seattle's hills are too much for me and my xp. Thank goodness for "walk mode" but I'd gladly give up top speed for more low end torque. Can I do that by changing wheel size? I think that's a P18 setting but the manual doesn't cover p18. Thanks in advance...

Unless you physically put a smaller size tire on, it will make no difference. Changing the setting will affect the Speedo/odometer...
