This is usually caused by not having your seat post inserted far enough down into the frame. Caused by having the seat too high.

SE PK Ripper bmx bikes are prone to this same non-sense. I had one crack in the same spot and I had the post inserted correctly, but my crack was caused by the seat post flexing. I just cut the top part off, put a key hole on the seat post tube below the top tube and put a hinged seat clamp on it. Looked like crap but it worked great and helped show the awesome quality of said frame.

What Rad Power ebike is that? The $100 off is a joke, but these cheaper ebikes are kinda disposable to an degree. I have Lectrics so I know.

Inserted seat post ~50% in. This has more to do with metallurgy vs user error IMO. 6061 Al is used for frame and my bet is they receive 6061 with T6 temper in raw tube stock. Then weld, then paint. I doubt they return completed frame to the oven to do the T6 temper. That’s what the crack is at the interface of the weld and the base metal. Heat from weld weakened the base metal. Plain and simple.
