Alaskan, I’m having a hard time envisioning how this mounts and holds a bottle. Do you have a picture of it on your Nevo? Thanks.
 
This has the Wolftooth bottle doubler on it with two Fabrik cage less bottles. It replaces your stem cap adjustable angle as well.

It fits on any frame member, round oval or even square. I use one occasionally on the stem as well.
I had one of those and with a full 24oz polar bottle on it there was no way to keep it from falling, no matter how hard I tighten it. So I got instead this one:

which is made out of strong CNC machined 7075 Aluminum Alloy and the problem went away. The middle bolt allows the cage holder to pivot 90, 180 or 270 degrees so you can mount it pretty much anywhere (22.2mm to 31.8mm diameter). Very happy with it. Also comes in a double model for $5 more, with 3 possible locations for the bottle cage but you can only use 2 at once (left and right) and 1 if you use the middle position. Interesting. I have four of them that I use on two different bikes. In the five years I've had them I've never had one slip or come loose.

My brother did have to put a wrap of friction tape on his chrome stem riser to prevent slippage though.

I'm sure weight played a big role. Cause empty was fine. But those 24oz polar bottles weight almost 2lbs full (1lb 14oz to be exact) and every pothole the bike will hit the whole thing would slide a bit lower till I had to stop and correct it. After a while I just had it so I returned it and ordered the other one that had no fear of being tighten by being 100% solid alloy. I could probably put 5lb on it and it would probably not move. Very solid.

Can you post a picture of your bike handlebars with the double cage on it?
How much water can you keep in each bottle before it is no longer stable?
