Bosch power output limits hit?

I have been playing around with a lot of hill climbing once I get my trek with the 4 gen sped motor. we have a lot of short steep hills to test on. from 1% grade to 22% grade usually only a block or so long. what I have found if I keep my cadence at 70 or above(I usually spin around 80 or so) going up say a 16 to 18% grade and I am putting out 400 to 450 watts according to my nyon I am maxing out the assist I can get. I am using going around 10mph or so and changing from turbo to eco has no effect. If I am putting out around 350 watts I can feel a small change mostly in eco. but for the most part my watts and cadence don't change. Now I feel power when I do short bursts where if feeling good I can put out 600 or more watts for a really short time. so I get those higher peaks. But sustained output that seems the limit. our old nyon on our tandem when we climb the 16 to 18% grades shows is we are using around 200 watts per miles doing so. Going up that 22% grade my cadence is only around 30 as the gearing is just not low enough to spin. but doing 400 to 450 at that low rpm is far harder then at 80 rpms.
