Bicycle passing law

You do have to learn this stuff to get a learner’s permit in most states. But that’s only once and if like me, you got that permit nearly 60 years ago the relevant laws have changed and most of us don’t keep up to date unless your locality publisizes the changes and folks bother to see the notices.
How often do you see question like this on a drivers test? A lot of people just don't know even basic laws regarding cycling on the road including people riding bicycles.

I know I took a learner’s permit test. In 1964. That’s all I remember about the test. That’s the problem, but as long as we don’t require retesting every several years - perhaps every decade - most folks will be unfamiliar with current laws. I’m 74 and know I‘m only marginally up-to-date.
 
This is considered a bike friendly area. But there is a red hat contingent that has a bike rack on the front of their trucks and SUV's that is actually a 'cattle catcher' or 'bull bar.' These guys do not have cattle. They have spotless polished wheels. It is only to intimidate and menace. Some roll coal. It is like someone driving around with a snow plow in Florida. I also like the idea of when two of these dicks are driving down the middle of the road around a corner and meet each other for a celebratory Darwin Award. They won't stop for a bike that is being walked across a cross walk by someone in florescent colors. This one goes on an Escalade. They can mash a cyclist, wash off the blood and hair, then remove the cattle catcher evidence. Good as new.
