Front fork reversed? Perhaps, the mudguard was put on the wrong way and that led to further problems (like having the brake on the right).What's wrong with this picture?
My guess is that it's a stolen ebike, especially since the serial number is filled over with bondo or some other filler.I saw this one on the train this week. The serial number became accidently clogged with Bondo.

Looks that way with the brake cable running under and crossing the head tube.I've actually seen this more than a few times.
When bikes get shipped you typically have to attach the handlebar and accessories. A noob in a rush to ride can easily put the handlebars on with the fork spun 180°

2 wheel drive and springs who could ask for more?This one didn't know where to place the motor or the battery and is a mess of wires. There is no way to adjust the saddle! And it has child bike sized wheels. 20". It is 106 pounds of ugly.
