In BMS terminology, C- and P- are the negative terminals of the charge and discharge plugs. B- is the negative end of all the cells, The voltage from B- to either one is very low, almost zero if the BMS is working.
You're not getting any voltage across the output pins? Check your 20 cell groups, Each one has to be within 4.2 - 3.0V for the BMS to work, Otherwise, if any are well below 3.0 it shuts off the battery. You also need the B0-B20 wires to be in sequence, or the BMS doesn't work. If all of that checks out, then the BMS must be bad.
