Any tips for replacing brake pads on a moscow

Hi when I pull both my brakes they bottom out and then slowly stop the bike done about 600 miles ime asumeing the pads are worn will look today (ime new to disc brakes ) also rather than take the rear wheel out would it be ok to take the brake of its mount to change the pad it's a rear hub drive !!!! Any help would be kindly appreciated ,Jeff
 
Tektro mechanical brakes can be adjusted with a 5 mm allen wrench. There is a screw in the middle of the caliper, tighten it one or two notches to bring handle back to original position.
Inspect the pads from the side, you should see two colors. There should be substantial grey pad left. I get about 2000 miles out of a brake pad on the wheel I am using most. More on the one I don't use much.
When the grey material gets really thin, replace pads. Takes in addition a 10 mm combo wrench to get the caliper the strut, then a thin plier to bend the cotter pin and push it through. If you want to cut the cotter pin they sell new ones at the auto supply, in boxes of 1000.
You don't need to loosen or adjust the cable postion, at least I didn't. If your cables are stretching replace with Clark's or Jaguar. I like the lubricated SS version, but I park my bike out in the rain frequently.

If you meant the front wheel, there is no reason to take it off to adjust the caliper, or to replace the pads, either. The caliper has to come off to replace the pads. My tektro takes shimano pattern pads.
The caliper has to come off to remove the wheel. So a suitable allen wrench (mine takes 5 mm) to remove the caliper must be part of your road flat repair tool kit.
 
So to replace the pads if need be I remove the split pin and remove the pads n replace with new ? With out taking the weel off .

Yes, you have to remove the caliper to replace the pads. Not the wheel.
I replaced the pads the first time the brake handle bottomed out, before I discovered the adjusting screw on the back of the pad.
Moscow tektro caliper model # is different than my bike. It is possible yours does not have an adjusting screw, since my $1500 unpowered bike had a premium version of everything.
