Looking for a new e-bike although have some specific wants;

Belt Drive
Internal rear hub
Steel frame
Disc brakes
38-45 x700 tires
Suspension, hopefully at both ends
Quiet

While I know I can retrofit them, factory lights, fenders and racks would be a bonus.

Any suggestions??

I can't think of any manufacturer still using steel tubes other than the cheapest department store bikes or the custom built ones. One with a motor and all your other requirements would likely be a unicorn. Could it be titanium like the WattWagon Ultimate Commuter Pro?
 
While it certainly might be a unicorn, if you do a bit of searching, there are a few decent mainstay bicycles still made with steel frames. I rode a Bianchi Strada until late and a friend has a Surly Ogre, both excellent bikes with steel frames. Sure, a steel e-bike might be more of a unicorn although I prefer a steel frame's characteristics on city streets over a aluminum item. For me, it would worth the effort. I do like the WattWagon and it ticks the boxes although more $ than I'm willing to spend.
