Affordable class 3 ebikes?

At least in California, Class 3 is roughly defined as throttle assists up to 20 mph, and pedal assist to 28. With a motor of 750 W on the high end. To be a legal ebike. If you expect to get a class 3 that gives you throttle assist up to 28 mph you might have misunderstood the underlying guidelines and definitions.

Pedal assist to 28mph is exactly what I have understood as being a class 3 ebike. The issue is at PAS 9 how much do you have to pedal to get 28mph on a class 3 ebike? And I'm thinking, not a whole lot. At least not more than 70rpm. Cause that will defeat the definition of a ebike. So by definition if you have a class 3 ebike you should be able to reach 28mph on the highest PAS 9 within a reasonable cadence RPM. Just like @Quantum Leap said... "easily, in the highest level of assist"...

BTW, the "cheap class 3" arrived but arrived DOA because FedEx shipped it upside down and crashed the rack that was housing the battery. So I'm making arrangements as we speak for a return and also have filed a claim with FedEx. So no verdict on the "cheap class 3 ebike".

Just an update. I directly contacted juiced bikes and they sold me a refurbished crosscurrent air for 990$! Hopefully it works well, they claim the only thing wrong with it is some minor scratches on the frame. Really hoping it works well as this was basically my first choice. It comes tomorrow so I’ll update you guys on it.
