My shop did a handlebar mount for my bottle cage for under $10. I have a step through and after kicking (and breaking) my cage I said enough of that.

tbf I've lost 20 pounds so will probably make up the cost in lowered healthcare costs.

If 2K is a hard limit I would suggest the Giant Lafree E+2. The Yamaha drive is sooo smooth and has a step through frame.
