I concur regarding heel strikes however for me i slid them back .75” and it’s fine now. After a few hundred miles and getting used to pedaling with the panniers moved back…. I moved them forward and i am not getting heel strikes. My pedaling technique/foot position changed. Not saying this...

The simple answer is no. How fast do you go downhill coasting? Are you riding into a headwind? I have coasted up to 40 mph coming down mountains. Normal hill should get you over 20mph easy just coasting.

I got a chance to get out and ride over the weekend with the turbo basket and tailwind panniers. They fit perfectly and I had no problems carrying roughly 60 pounds of groceries between the basket and panniers.

True but it is essentially inadequate. The bike isn't hard to ride at all with the engine off. The beeping sounds more like a stove timer than it does an actual alarm.
