I have a Stromer ST 1 and three batteries. Today when I hooked the charger up to a battery, turned switch on, got red light, then yellow light and immediately a green light. This occurs with all three batteries. Is my charger toast?

Does anyone have front panniers on their ST 1? It appears that some racks attach through the front wheel quick release axle. On the Stromer ST 1, this is not a standard front axle. I would appreciate if anyone can guide me to a front rack/pannier system that will work with the ST 1.
