I agree with this assessment. Bent derailleurs can be a hard thing to check without the proper tool, though.

For most bolts that have torque specifications, that's a "dry torque." If you're lubricating the threads, then you need to reduce the applied torque by some amount - and I don't know what that amount is. Maybe I'm misinterpreting your "spray silicone" phrase, though?
