At this point in time, I think the people arguing for a total e-bike ban have the better argument. Civil action against irresponsible people (who might be unable to pay damages anyhow) is a poor substitute for preventing a wrongful death.

I think the choice is going to negotiate for some form of regulation or accept a total e-bike ban. Those are certainly suboptimal choices but it is what it is.
