Enforcing it is always going to be an issue. There are not enough resources to enforce anything like that. Even to enforce a 15MPH speed limit on the trail, there are not enough resources!

For storing a 2nd battery, I would print a 3d case that could be mounted on the rear rack. I would at least pad the inside a little bit. I would look to photos like this for ideas! Maybe! or maybe not! Ha! But definitely nothing like this!

I am starting to think about that too! At my normal cadence of 60-70, I am on the smallest sprocket. By changing my chainring from 42 to 52, I can get off the smallest sprocket. See the red boxed targets below...
