I love having throttle but understand it can easily be misused.

Mariner.. but I am biased. :D I don't have the most recent upgrades they have done to the Mariner. Never tried a RadMini. Easier to fold/lift. If you can at all test drive them, I recommend it.

1,300lbs? 6,6"? It's more than likely you won't fit the frame.. Seat to arm reach/length is not that long. I think you might be looking for a custom bike frame to fit your needs and ensure safety? Sowwy..
