    I'm sure the same setting that allows the bike to go to 28 mph can be adjusted in the opposite direction to limit speed to say 15 mph.

    Not the experience most people have. PAS5 should take you to 20 mph. I seem to remember PAS 1 or 2 took me to the 10 - 12 mph area.

    I thought you understood what he was doing? He is using a Y-connector to split the power to the controller so that both batteries are connected in parallel: + to + to + - to - to - just like jumping a car except you remove the cables from the installed battery and run 2 sets on jumper cable...
