What is the difference between eMotos (electric motorcycles) and eBikes (assisted bicycles)?

Motorcycle fatalities per 100 million miles ridden are 30 times higher than automobiles. But bicycle deaths are high compared to cars also and 96% of bicycle deaths are a result of a car hitting them. You could make the same AI image about cyclists. The real issue is emotos masquerading as ebikes and kids riding them that are not properly trained, licensed, and insured to do so.

The thing is people in the general public are saying eBike and blaming eBikes when they really mean eMoto. When it is the motos that are creating all the problems. So, the distinction needs to get out there. 350W of pedal assist is not 18Kw on a throttle with no pedals.
 
We figured out how to get spark and fuel into a $75 250cc Italian bike when I was 17. We rode that motorcycle thru town like we stole it, without license or insurance. My brother and I shake our heads years later. Still alive, but the grim reaper is a knocking on the door. Modern medicine is keeping the door locked.

Nonetheless. I am against age restrictions on ebikes, but I do believe the kids need to be educated, and also restricted on power. Maybe 15 mph is right, Last week, a 14 year old on a "dirt ebike" was run over by a car and killed in the street not far from here. Sad. I've also seen pre-teens riding double on little scooters on a somewhat rural road by a nature preserve, People drive fast, like 50 mph, there,
 
The biggest cause of ebike accidents in California is from riding against the traffic, from the Police course in the Surronster video.
A head-on collision is so effed! Especially when you got your kid the $5,000 eMoto he was begging for, "I will be an A student mom, and the Football Captain too for that," and then he loses control going the wrong way, doing 50, when a beat up panel van runs over his head with a just a regular bike bicycle helmet. Then you are called in to identify the cold body in the morgue. Opening top of the bag you say, "That's my boy." "He had a kidney bean shaped birthmark on his ass."
