I believe it's even lower than that. Last spec I came across was 6v / 500mA x 2 (front - rear)
That said on my Ultra bike I tapped the battery wires just before they enter the controller with a 4a fuse and wired the lights directly. I didn't want to use the display to switch On/Off the lights...
Park makes a mount facing tool to make these fine adjustments... but it's expensive +$500US
If you're using caliper spacers I would try filing them as an inexpensive alternative
If it's a thru_bolt you can try and source something like this elevator bolt and put the nuts on the other side...

If you look at the outer most edge of the rotor you see it dips in reducing the contact area just about at the widest part. Perhaps the same is happening on the inner edge purposely. This may be for cooling and to shed dust build_up
